Prosecutors argued that the victim, Edward Hinds, discovered that the suspect, Jose Feliciano, a janitor, had failed to have his fingerprints or background checked in accordance with the organization's policies, and that Feliciano had filed criminal charges against him in Philadelphia in the 1980s.
